Shakhnoza  Rakhimboeva, a telecommunications engineer from Uzbekistan, is one such figure quietly but  powerfully reshaping how countries connect, cooperate, and compute. 

From her early days as a standout student at the Tashkent University of Information  Technologies where she graduated with distinction in Telecommunications and Mobile Systems  Engineering to her pivotal role at the Ministry of Digital Technologies of Uzbekistan,  Rakhimboeva has built a career on bridging innovation with infrastructure. But her story isn’t  just about technical brilliance. It’s about leadership without borders. 

Diplomacy Meets Data: Leading National Initiatives 

As a Leading Specialist in Telecommunications and Information Technologies at the Ministry  from August 2023 to August 2024, Rakhimboeva played a vital role in implementing  Uzbekistan’s “Digital Uzbekistan – 2030” vision. Her appointment was no ordinary assignment.  She was entrusted with advising on high-stakes policy decisions, cross-border digital  infrastructure, and pioneering research on emerging technologies like AI, secure  telecommunications, and cloud systems. 

More impressively, her work went far beyond national borders. She coordinated digital  development projects with stakeholders in the U.S., Japan, UAE, and the World Bank.  According to Minister Sherzod Shermatov, her “strategic insight and technical acumen directly  influenced the success of each initiative” a powerful endorsement for someone not yet 30. 

Key Global Contributions 

Among the four standout initiatives under her leadership:

1. Tumaris.Expo – A Central Asian Startup Exhibition co-hosted by USAID and IT Park  Uzbekistan, where she served as the technical and diplomatic bridge between U.S. and  Central Asian innovation leaders. Her efforts contributed to empowering women-led  startups and enhancing cybersecurity and infrastructure at scale. 

2. World Bank Digital Inclusion Project – As part of a $50 million digital inclusion  effort, Rakhimboeva helped conduct readiness assessments and feasibility analyses that  secured funding. Her contributions were essential in aligning the initiative with rural and  youth-focused digital priorities. 

3. JBIC ICT Memorandum – In collaboration with the Japan Bank for International  Cooperation, she developed frameworks that integrated Japanese telecom infrastructure  into Uzbekistan’s modernization roadmap, blending engineering prowess with  international policy fluency. 

4. UAE-Uzbekistan AI Investment Pact – She was a key figure in drafting technical  frameworks that opened the door for foreign direct investment in AI and supercomputing.  Her detailed analysis of Uzbekistan’s AI workforce and readiness shaped  intergovernmental briefings that led to strategic investment alignment. 

From Khorezm to California: A Global Technologist’s Journey 

Born in Uzbekistan’s Khorezm region in 1998, Shakhnoza Rakhimboeva has built a career at the intersection of telecommunications, technology policy, and international collaboration. After graduating with distinction in Telecommunications and Mobile Systems Engineering, she played a key role in advancing Uzbekistan’s national digital transformation strategy. Her leadership and impact in projects involving broadband infrastructure and digital inclusion led to her being admitted to Lincoln University in Oakland, California—a recognition of both her academic excellence and real-world contributions. Now pursuing graduate studies in the U.S., Rakhimboeva is combining technical expertise with global leadership training to tackle some of the most pressing challenges in digital connectivity and telecommunications.

She represents a rising generation of technologists—globally engaged, technically proficient, and strategically focused. Her work is not only about building networks but also about building the systems, policies, and partnerships that define the future of global connectivity.
