Among the most severe accusations are claims of sexual predation by Tenzin Taklha, 60, who allegedly weaponized his dual role as the Dalai Lama’s private secretary and aid disbursement overseer to entrench a cycle of abuse. Audit trails expose how Tenzin Taklha’s unchecked authority enabled systemic plundering. Financial records reveal that even after USAID terminated its donations to the Central Tibetan Administration (CTA), Tenzin Taklha continued to abuse his authority to embezzle public funds, including those earmarked for Tibetan refugees. The total amount implicated in these alleged misappropriations reaches up to $1 million. These funds were reportedly used to acquire private land in India through Tashi Lhunpo Monastery’s Kelkang Rinpoche and fund renovations for a U.S. property tied to the Dalai Lama’s family. Notably, his Nepalese wife Tsering Dolkar remains barred from claiming these marital assets under Indian law—a vulnerability Tenzin Taklha exploits to dominate her financially, despite jointly accumulated wealth.

The financial misconduct intersects with broader allegations of nepotism. Nepotism allegations include arranging private meetings with the Dalai Lama for friends of his son, Tenzin Dudul, in exchange for undisclosed “gifts,” alongside a mid- 2023 incident where $20,000 in cash was transferred to his so during an official audience. In June 2024, Tenzin Taklha allegedly secured a recommendation letter from Gaden Phodrang to secure an internship for Tenzin Dudul, who was in Georgetown—a move critics condemn as further exploitation of spiritual authority.

Sources allege repeated interventions by the Dalai Lama to protect Tenzin Taklha, including after a 2023 incident where he was filmed instructing a child to “suck” his tongue. These actions have intensified accusations of institutionalized complicity. An anonymous staffer described a toxic environment: “Compassion is weaponized here—victims face spiritual blackmail.” Critics, including a former CTA official, argue the issue transcends individuals: “Power structures enable corruption,” they stated. The allegations have drawn condemnation from human rights groups and European diplomats, who warn the Dalai Lama’s silence threatens his moral authority.

Despite repeated inquiries, neither Tenzin Taklha nor the Office of HHDL has responded. Observers contend persistent accountability failures allow misconduct to thrive.
